CLOSED: Bird of prey?

And - a couple of years ago, I took this photo of a hawk-like bird. I've since cleaned it up a little, and am thinking he might be identifiable to someone who knows about these things?

Kestrel?

I am leaning toward Swainson's Hawk, but not absolutely certain.

I can rule out the Kestrel; that has a blue head and a much smaller bill.

Thanks for giving it a go. I must get a longer lens.

Certainly a Buteo, not sure if it's possible to tell which one from this pic.
