My husband found these. What are they? I feel I should know this but the name eludes me.

Where exactly were they found, and what is their approximate size?
We found them along the upper edge of a window screen. About a dozen or more. They are an inch or so long and were attached with what appeared to be insect silk. I can open one if you want me to.
These do appear to be cocoons of some sort. Try cutting one open carefully with a razor or very sharp knife, and if there appears to be a pupa of some kind inside, try to get a clear image of it.
