Is it ok to dig and swap peonys this time of year?

Mine are under snow in 5 gallon containers
No mine are actually just peeked out about a 1/4 of an inch. Just didn't think you could dig them in the spring.
Being careful with the roots and digging on a cool, damp day is recommended. Or digging in the late afternoon/evening when the weather is cooler may be good also. The Peony may not bloom this season, but will acclimate to its new surroundings.
