Is this a barred bee fly? I can't tell. The creature I found has double wings and looks like a wasp except the body is strange.

Looks like a Bee fly to me. Probably in the Exoprosopa genus but I'm not an expert on Bee flies. My specimen was identified on bugguide.net.
