Sprinkler System WATTS 919

Had to shut the water off at the meter. Water draining from the WATTS 919 when system is not on. My system has 7 zones. Water is draining from a down spout on the underside of the system. How would I repair this? Is it an electrical issue where when the sprinkler timer shut off, did something cause this valve to open? Any help would be appreciated, thanks in advance. Been having hard time finding anything about trouble shooting the WATTS 919,
