plumeria
I don't know about the Sacramento area, but My Plumies are all late this year, due to the weather. That being said, there could be several other causes. You said you fertilized it, watered and then not watered. What did you fertilize it with? How much? Was it moist when you fed it? How often are you watering it? Does it have good drainage? Plumerias need regular water that drains fast, and if potted, regular feeding with a balanced fertilizer (10-10-10), applied at the appropriate strength. They don't tolerate soggy soil, and if you gave it too much plant food and/or sporadic watering, they will shed their leaves. If you stick your finger down into the soil (or if you're squemish, a freshly sharpened pencil), and it comes out dry, wait to water until it comes out dry, and when you fertilize PLEASE read the instructions on the package. More is not often better!
most plumerias lose their leaves in the fall....except the Singapore type.
How big, and how old are they?
