CLOSED: Sort of like a Blue-Jay...

This critter was perched on a utility line at a considerable distance. In order to bring out detail, I bumped the contrast up to produce slightly surreal images, but am hoping it's clear enough for an ID. Any help?

Looks like a kingfisher. Belted Kingfisher?
Usually seen near water, since they really do "fish" for food.
