This looks like it might be a juvenile House Sparrow. I am guessing that poof on its head is the "baby down". I have never seen so much like that, usually just a tuft or two.

Ditto to House Sparrow; my thought was an adult female with some nest material or similar stuck to its head, but it's difficult to be certain on the bird's age.
