Anyone know what kind of insect eggs these are?

Houston, TX(Zone 9a)

I was looking at a plant I have outside and noticed these eggs dangling from one of the leaves. I'm certain they belong to an insect, and I know I've seen them some place before, but I can't remember.

Does anyone happen to know what insect laid these? Sorry it's out of focus - the wind was blowing when I shot the pic.

Edited to add: I'm thinking some kind of spider? Considering there are fine strands of silk. Then again, there are other insects that use silk threads (like swallowtail butterfly larvae making their chrysalises).

They look very much like Green Lacewing eggs, which are good!
