Growing at the I-17 & Hwy. 64 Junction, Coconino County, May 30, 2013, early Summer, zone 7b, elevation 4200 ft. Drought stricken area.

This is a weed?
I guess it could be considered to be a weed by some (or most). Why do you ask?
Because it is called Tumbleweed but it is really a nice looking plant. Someone's weed, another's treasure.
