It's not very clear, but has a white ring around the neck and has an orange beak.

It does look like the pigeon you mentioned, but my friend (who took the photo) thought the ring went all around it's neck. Do any of them have a complete ring, or was she mistaken?

Probably mistaken ;-) the ring does go most of the way round, but not all. There's nothing else it could be instead.
