When do I plant Elephant ear outside?

I bought a dormant elephant ear bulb, I live in zone 7a. Do I start it indoors so it grows and then plant outside, or directly plant it outside? When can it be put outside?

I'd keep it planted in a container and take it outside when it warms up. Then bring it inside for the winter. Also, I'd keep it pretty moist.
