this is a flock of birds seen doing a spiral circle in N.W. Florida. What r they and what r they doing ?

They are White Pelicans and they are flying in a spiral circle. :p Things like air currents and thermals (rising warm air) affect how birds like this fly sometimes.
Whoops, while I was typing, flatpickit answered your question...
Those are all American White Pelicans.
They are much larger than our resident Brown Pelicans (9-10ft wingspan vs. about a 5-6ft wingspan for the Brown).
The American White does not nest in Florida-just spends the winter with us. It's common to see those large flocks of White Pelicans all winter.
Brown Pelicans don't flock like that; they usually fly in small lines or v-formations of only a few birds much closer to the ground.
