I have lived here for 5.5 years. As I went through a box of seeds, I found a few packets of brugmansia seeds: My question
is how likely is it that some with sprout since they are probably 3 to 5 years old; they still have the corky covering.
I have to set up my lights again and may need new PVC tubing. I will have 4 surfaces basically 45" by 25" or so.
Can anyone advise me? Please.

gloriag, with seed that old, the germination rate will be low, but you might still get a few of the seed to germinate, but it will take longer for them to do so. Soak the seeds for 24 hours then plant them in community pots that contains sterile starting mix, keep the mix slightly damp by enclosing the pot in a plastic bag and forget about them. Check the pot every once in a while. It may be months before you see any results.

But if you soak them in GA3 you may have up to 60% germination if you peel the cork.
