The main herbs used by butterflies are fennel, rue, dill and parsley. The Black Swallowtail uses all those. The Giant Swallowtail uses plants/trees of the citrus family and will also use rue.
I was surprised to see early Painted Lady butterflies go again and again to the flowers of chives last spring.
Yeah, chives is a good early season insect plant. Butterflies & other benificial bugs like the flowers of mint and oregano, too. Black Swallowtail Caterpillars like Dill and Parsley plants.
