He/she has been dining on the birds that come to my bird feeder, usually in the morning when I go to work. I live in St. Louis city near St. Alexis Hospital where there is a confirmed Peregrine falcon. http://blog.roofsah.org/category/st-alexius-hospital-st-louis/

It looks like it could be a Cooper's Hawk.
Agree with Cooper's, or if not that, then Sharp-shinned; definitely an Accipiter hawk, not a falcon.
