suggestions for short-legged dog clothing

I have trouble finding something that my Jack Russell cannot walk out of. I put sweater types on her and she ends up with them on her body because she steps out of the leg part. So she has this tight band around her stomach when I find her. I want to get some warm clothing so she can sleep in it. It is dangerous to have her slip out of it as the tightness could cut off her circulation.
She is rather round, so should have something large for her girth and that makes it hard to find something. I put a medium coat that has velcro fasteners and she walked right out of it.
She weighs 25 lbs as she has Addison's disease and one of the on going requirements is that she is on steroids along with her injections every month. So try as I might, I cannot get the weight off of her. The Vet says that most dogs with this disease are on the chunky side but it is a necessary dosage of steroids and she cannot go without it.
So I am in a dilemma with this.
If I buy something to fit her girth, it is usually too big for the length.
Anyone with an overweight Dachsund might have an answer as to what she could wear. Even though she is an inside dog, I think she needs a coat to go out in and maybe something warm to wear at night in her bed.
Ok, so I spoil her, but I wouldn't sleep too well if I were always chilly.
