Can I continue fertilizing Plumeris seedlings throuout the winter months?

Barry, I am certainly no expert, but I have always been told to let mine go dormant for the winter.
Including seedlings? My seedlings aren't very big, will plain water keep them from nutrient deficiency even if they are just seedlings?
I usually don't start my seedlings until late fall or sometimes indoors in early winter. Last year, mine were just 6 inches tall and they survived dormancy just fine.
