I have never owned a cactus so I'm new to all this. I just got this torch cactus and it has this growth coming out the side that split open. Inside the spit are these black specks that look like the picture of the seeds. The specks are imbeded in a moist pulpy substance. Is this a flower or a seed case? How do I care for it?

Scratch the seeds with the white pulp out of the seed-pod, put it in water, leave it there for 1/2 or one day, then sieve it through a fine meshed strainer, rub the seeds in the strainer with your finger to wash off the 'dissolved' pulp and let the seeds dry in the strainer for a day or so and put it in a seed/coin envelope to store it till next late winter or spring, then sow it.

The seed pod is still moist. Should I remove the pod from the cactus now or should I wait until it dries? I'm afraid of damaging the mother cactus. Also, if you look at my picture there are two smaller nubs growing at the base of the cactus, what are they?

Just turn the seed-pod a bit to separate it from the stem. It's easier to clean the seeds when the pulp is still moist.
The two small nubs will become/are new branches!
