I looked out on my patio and saw a white bird about the size of a white wing dove except it had a dark ring around its neck and on its wings. I have never seen a bird like this in the central phoenix area. Any idea what it is? Thank you.

Most likely someone's fancy breed of domesticated pigeon, gone AWOL from its cage. If you see it again, try to get a photo.
