I,m calling these American Herring Gull's...have never seen other Herring Gull's act like these 2 did...swimming along and calling back and forth non-stop..occasionally plopping there heads under the water to grab a fish or whatnot...other gulls were present but were in flight and doing what I normally see.
Any other pics of them? The legs underwater look yellowish, and the bills so burnt out by the backlight, I can't be certain they're not Ring-billed.
