CLOSED: Swamp (Marsh) or Spotted Harrier
Looks perhaps a bit too bulky for a harrier? Not sure though, and my lack of an Australian field guide doesn't help!

Margaret, I don't think your bird is a harrier at all. I am pretty sure that it is a Whistling Kite (Milvus sphenurus).
I enlarged and enhanced your images to see them better and I attach the third of your pictures after enhancing. Notice that it had distinctly pale inner primaries. This is a good feature for identifying the whistling kite.
