I've seen a lot of idea's. Put the stem in dirt, put the pot in a plastic bag yada yada yada. Which is best?

Starting a new plant
All of the above. Kind of... :)
Most cuttings benefit from high humidity until a root system has formed, so sticking them into a plastic baggie or clear box is a good idea.
Use your favorite seed starter mix or plain Perlite or plain Vermiculite or a mix of both etc. It's more a matter of personal preference/experience than it is an exact science.
I have had good experience with plenty of different rooting mixes but I usually use Perlite/Vermiculite 1:1. It's pretty much a sterile mix and doesn't rot or mold over.
What else? Oh, warm feet help with root formation and a little dip of RootOne or any other rooting hormone with fungicide helps at least with keeping mold at bay.
Keep the cuttings away from direct sun and keep them evenly warm and the mix moist but not wet.
Oh, and taking cuttings from an actively growing plant usually yields better results than taking cutting from a plant that isn't growing at the time.
