Seems to have a darker gray on the wings than a Herring Gull...could be the evening light though. 2 shots
CLOSED: Herring Gull?
Any clearer views of the legs? If yellow, Lesser Black-back; if pink, then something decidedly rare for Ohio.

Unfortunately that's it on the legs. I was convinced it was just a Herring Gull the legs were pinkish as a Herring Gull goes...I was showing my friend the differences between Herring and Ring-billed and later during editing noticed it just looked different than the normal Herring Gull's here and it was slightly smaller than a Herring Gull. I will try to make another visit to the pier. Last fall I found Lesser-Black-backed Gull's mixed with the Herring's etc. at another location it took a couple of trips but you and I were able to confirm.
Your friend's shot is badly overexposed, which doesn't help unfortunately! My gut feeling is LBB, but it would be worth getting some local gull experts to take a look for it. I'm pretty certain it is too dark-mantled for any Herring Gull.
