Water in crates?

I currently rent the basement of a townhouse. My housemates have a 2 year old dog (Australian Shephard, I think) and have recently gotten a Lab puppy (now about 12 weeks old).These people all work and the dogs are crated while they are at work. I know some of you have to crate your dogs, my question is this: Do your dogs have a water bowl in the crate with them? I always thought a dog, cat, critter should have access to water at all times. My housemates dogs do not have water in their crates and they seem to be limiting the water the puppy gets. We won't even get into the dogs not getting enough exercise (another sore point with me).
