Over the last few weeks I've amended the soil in some old flowerbeds with 2-3 types of compost, sand/gravel, and some 'hill country garden soil' -- now, should I wait awhile before planting (native/adapted shrubs and perennials as much as possible), watering and letting this all "settle" or what? Would appreciate input/recommendations!

You can go ahead and plant, but you're going to have to pay close attention to the babies and water very frequently until they are established. You may need to water in the AM and in the PM.
I did the same thing last May (enlarged a flowerbed and wondered when to plant). I decided to wait until the heat broke, so I wouldn't have to stress out about keeping any new stuff alive. I planted things in October and they are now strong enough to withstand the heat and drought.
