What's eating the top of the peas?

Despite being covered in salt hay, our peas are be munched as they come up from seed - someone is eating the tops right off.

Any ideas what could be feasting on them and what we might do to prevent it?

In the past, I've had a problem with birds eating the peas as soon as they came up. This year, I covered the row with hoop-and-loop - see photo taken March 18th 2010 and did not have a problem.

What is hoop and loop? You seem to have an interesting set-up under the Remay cloth but I can't really see. Looks easy to attach the cloth to! Birds are a problem for me with peas - I try to cover the seeds with straw but inevitable birds get a few as the peas germinate and come up through the straw. I like this set-up - very neat.

gardadore I purchased my hoop loops from Drip Works, but I can't find them on their site now. Here are the same things featured at Johnny's - they really worked well, and I plan to set them up again late this summer, with some row covers, to keep the sun off the broccoli while it is small.
