Curling leaves

I have heard that if you let a plant fruit too early it can make the plant grow slower. I don't know if this is true or if this is even the problem here, but this little pepper (along with a couple of others) isn't growing very big and the leaves are curled instead of flat. Could it be that it started having peppers on it too early? One of the plants that is doing this has 2 peppers on it, but the plant and the fruit are both coming along slower than normal. The plants are less than 12 inches tall.

BTW, that is soapy water on the leaves for bug prevention.

When you get an answer on this, let me know - the leaves on my tomato plants are curling up, and while they don't have fruit, they do have a lot of flowers on them. I planted them in the ground mid March, and they've grown very well and very fast, but now seem to be stalled.

Here you go guys. http://www.hbci.com/~wenonah/min-def/list.htm My squash were doing the same thing, so I hit all the babies with some Neptune's Harvest Kelp and Fish. I used a very weak solution. Stinks to high heaven, but it works. You have to read the whole article, its very interesting and informative.
