Raised garden beds surrounded by rock..

I currently have 3 raised garden beds. I am considering surrounding the entire area with rock. I assume I will need to dig out all the grass, level it, and then apply the rock? I am imagining small pebble type rocks. I have heard people use cheaper rocks for underneath and then cover that with the rock they want. Anyone done this and have any suggestions?
