Would there be any benefit to her letting the bulbs dry and stay dormant for a while before planting, or should she plant them as they are when they arrive?

Is there any way you can send her the whole plant, potted? If not, I'd advise potting it and nurturing through the summer and early fall, then dig it up in late October/mid-November after it has gone dormant and send it to her. Cutting off the foliage and uprooting it now could kill it; At best, it will significantly reduce the size of the tuber.
