I can't tell if this is a Neotropic or Double-crested Cormorant.
It looks more like Neotropic to me, but that is rare on the Refuge. The DC Cormorant is common.
Sorry for the poor photo. It was very dark and overcast and I was shooting very high ISO, so photos were all noisy. When I tried to get rid of the noise, I lost a lot of detail too.

Yep, Neotropic Cormorant - no yellow above the gape line, and short bill.

Cool! The Neotropic is not as commonly seen at the Refuge, so in spite of it being a poor photo, I'll keep it until I get a better one.
