I'm not certain but it looks like a Herring Gull to me.
Burd previously thought Laughing Gull, so hopefully we can get a couple more confirmations. Thanks plantladylin.
Not herring gull - this is one unusual gull - its clearly a immature form/winter form of a greater gull but the problem is the black legs and black bills.
I'm sure someone will come along soon with an exact identification for you.
We have both Laughing Gull and Herring Gulls here, among a few others ... and gulls are gulls to me, I don't pay much attention to them.

Still thinking Laughing Gull... after looking again I still came up with the same bird...but that does not mean I,m right.
Burd: I believe you are correct. From what I read here, @ 3/4 way down this page:
