Aggressive behavior toward other cats

Carson City, NV(Zone 6b)

Taz (female) has become increasingly aggressive toward other cats, especially Linus, our young male. The biggest problem occurs when she sees another cat outside, even across the street. She gets really upset, hissing and growling, and attacks Linus if he is nearby. She used to love going outside on the leash but now just hunches down and growls at everything.

l have tried to deter other cats from coming into the yard but there are a lot of cats in the neighborhood. We can't keep the house completely shut up because the cats pull the blinds open anyway. I am really not interested in putting foil or paper on all of my windows either.

If the attacks don't stop, she is going to spend all day locked in the bathroom with no windows. l know that sounds mean but I can't put one cat at risk because the other is losing her mind. I think the only way she would be happy is if she were the only cat for 10 miles.

l tried the feliway diffuser and spray for three months and it does not seem to have an effect. She has been to the vet for her yearly checkup and other than a little fur-pulling on her leg, she is healthy.

Any suggestions?
