I understand that peonies prefer a good winter chill and that this area does not consistently provide it. A local garden store mentioned that they had 100 year old plants in their personal garden which do well since they have adapted. Is there any source for purchase? ( I want to provide a gardener friend there who is having a hallmark birthday with her favorite plant.)

In the Dallas area PEONIES do very well. They need to be in full sun and planted away from large trees of shrubs. They will turn brown during our summer (some don't), so don't put them by the front door.
But they are beautiful in April.
It will take at least three years to have them estabilished unless you will buy an adult plant.
I love them and use as cut flowers. They are very expensive at the store.
I have lots of varieties. I bought them at North Haven Garden www.nhg.com, directly in a pot.
