Freezer jam flop?

This past week end I made raspberry freezer jam using Ball brand pectic. I followed the directions. The berries were June 2010 batch in my freezer. The jam never did set up; it is very runny. Over the years I have occasionally had my freezer jam a bit on the runny side but nothing like this. Does pectin go bad?
