Can you hit refresh and back to much?

I got booted earlier tonight and couldn't get back on I figured my server went down. I called and no there was no problem. Told me to give them 10 min and they would fix my problem. I asked if it was just me what is the problem he said well it's a server problem but you go back and hit refresh allot. Well duh! Why does that cause a problem? Not to mention I keep getting booted now but at least I can get back on. Thought somebody might know.
