Juvenile Semi-palmated Plover with muddy legs and rinsed-off feet. Adult bird would have the spot on its forehead.
yes, but it doesn't have the partly orange bill. Is it because it is a juvenile?

Yep, Semi-palmated Plover, juvenile. The orange bill base only applies to adults, all-black is correct for juvs.
