Polyneura buds

My fish tail hoya keeps trying to bloom but her buds never developed. She's 3-4 y.o. root-bound plant and puts the new grows moderately. Now I keep her outdoors in light shade. I wonder what conditions are best for her to start blooming? I barely fertilize her, could it be the problem? Will really appreciate any suggestions and tips!

This hoya likes to be kept cooler especially at night. Look back through this form there is info on bloomig this one. like most hoyas it well do what it wants when it wants. hope this helps alittle.

Thanks, it's good to know it's not just me lol. I had much better luck with other hoyas but this one seems to be the most stubborn. She does grow well and very undemanding but something important is missing for her to bloom.... Still have to figure it out -- fertilizer? light? temps?....
