Two photos. Both extremely poor quality. I've only included the flight shot because I thought the outline may be enough to confirm. I think it's probably an Australian Hobby, but wondered if it might just be a Peregrine Falcon.
CLOSED: Which Falcon?
I'd go for Australian Hobby - slender wings, wing tip about equal to tail tip on perched bird, and the black 'sideburn' being two-lobed (single lobe in Peregrine).
