Is this a hibiscus ?

Yes, looks like it could be a hibiscus of some sort. Do you have a picture of the leaves? That would help confirm which species. My first guess would be a double flowered Rose of Sharon (Hibiscus syriacus) but maybe not.

A neighbor brought it to me to i d and before I thought , I took the leaves off and stuck it in water to root . I'll go outside and look .

Quite a few Rose of Sharon are heavy seeders...and you won't need to take too many cuttings from now on. Depending on which one you have, you may end up with more than you'll be able to keep. You can grow it as a bush, or trim the lower branches into a one stemmed blooming tree.

That's how mine is growing - with one "trunk" and branches starting about 4' up. I'd tak a picture, but it's still dark out. ;)
Mine sets seeds, which are easy to start.

I'll have to go look at it , it's been in his yard for 10 yrs and he hasn't said anything about seedlings under it .

They won't necessarily come true from seed, so if you want plants that are identical to the parent you're best off doing cuttings even if you do end up with plenty of seed/seedlings. But if you're up for some experimentation, then seeds can be a lot of fun.

If there's grass around the plant, he's probably been mowing them. Or not...;)
Here's a pic of mine. The reason it's lopsided is because it only gets sun on one side.

I'll have to go see . Too hot to get out . He said the bush was loaded and found out the guy that used to own the house had something to do with nurseries, thus , a lot of less common shrubs .
