Our garlic tops are turning yellow and are looking stunted. The garlic bulbs look like they are rotting and are not attached to the roots. When we've pulled the bulbs we are seeing tiny white bugs (1mm) that move rather fast. I think they might be bulb mites but I am not finding enough information to confirm what they are or figure how to get ride of them.
Any idea if they would be causing the problem, what they are, and how to treat the infestation?

suggest using diatomaceous earth as the leaves emerge in the spring and as they grow. Not sure if you can do anything about it now. Sorry about your garlic!
SusanKC -- I don't know if this would work for your problem, but if you have access to wood ashes I've found them very effective on the maggots that attack onions, as well as they contain some phosphorus which is otherwise helpful to the plants. I just use enough to lightly cover the plants and the ground, not a thick coating.
