Dog chewing himself

My dog has been chewing on himself mostly at the base of his tail. I treated him last week with Frontline plus and a lot of random chewing has stopped, but there is one spot on his hind quarters near the base of his tail that he has chewed and licked on until there is a couple of scabs there. I gave him a bath yesterday and brushed him and it has helped some. I think it itches because he has chewed it up and that makes him want to chew it more. I've stopped him from chewing on it and you can tell he tries to ignore it but that it is bothering him. I'd like to know what I can put on it or give him that will make it feel better. If it was on myself I'd put either an antihistimine cream or a hydrocortisone cream on, along with some triple antibiotic salve to soften it. With a dog licking the irritation, I don't know if swallowing that mixture will harm him or not. I'm looking for suggestions to help him. I had him to the vet about 6 weeks ago and he is in good health. I'll take him back to the vet if I have to. He's a German Shepard lab mix and weighs a little more than a hundred pounds.
