looking for info on what this bird is

This bird was at a family members home in Oklahoma. None of us know what it is. Alot of us are very familar with birds?

He has an owner...I can see a band on his leg.

If you can catch him that would be best but probably not likely; if he is a pet pigeon he may not survive in the wild....be aware though, if he is a racing pigeon that has gotten off course or lost and you return him through his band ID, he will be killed likely by the owner which is common practice with racers that do not perform well.
