No, seeds are legal.
A permit is required for small lots of seed (50 seeds or 10 grams per packet from the same genera). What is not required any longer is a phytosanitary certificate.

I just use a small green card they give me at the post office. i have bought a lot of seeds from several countries, I did notice that several of them come saying "beads" on the cards.
Thank you bettydee and rag lady for all your information...it is good to have. His ad isn't positive about receiving seed..i think he said at "your" risk...so for now I have enough on my plate so will pass on bidding. Some other time I guess I'd write to him first and find out specifically what problems arose.

They take the seed and destroy it I bid on bamboo from germany they take your stuff and put a note in telling you it was seized. I send seed all over you fill out papaer at post office stateing whats in there and it goes Like rag lady mentioned
