Yes, it looks like Cedar Elm, they make wonderful trees and they are host to Butterflies.

I have a small tree that looks very similar. It's called 'witch hazel'. They are native to our area. My tree is very happy and grows like a weed with no special care. They provide beatiful fall color. It could be an elm but my elms' leaves are much smaller and are rough to the touch.
