CLOSED: What tern?

Can you tell what kind of tern this is?

Possibly a Forster's Tern...i,m going by the underside of the wingtips.

Burd, I'm amazed you can determine anything from the wingtips in this pretty blurry photo. Thanks for straining your eyes!

First thing I looked at was the bill, my field guide shows only 2 Tern species with an orange bill and black tip, after that my field guide has pictures of their wing patterns from underneath. The white in the middle of the wingtips was the same as your Forster's Tern.
