I know daffys are ordinarily planted or divided and replanted in the fall. However, I need to move some that aren't blooming (too shady) and give them to a museum while they are working on their landscaping decisions. Is this possible without losing them?

Yes they can be moved while growing, even if they are damaged so badly they go dormant bulbs are very resilient and will come back next year. For best results try to keep soil around the roots and shade them during and for a few days after replanting. You will want to try to start digging well away from the base of the plant so as to find and preserve as many roots as possible while digging.
