I saw this on the wild flower postings and is it the same little anual I see for sale at nurseries?

Pretty much. They've made some cultivars with particular shades of color, but basically the stuff at the nursery is the same as the stuff growing in the ditch.
It also goes by Dyssodia tenuiloba.
