Yep, Harris's Hawk. Very popular with falconers, safe to assume it is an escape, not a wild bird.

A few have been recorded in OK. I felt sure it was a Harris's Hawk, but had never seen one and it is out of it's range. I'd seen it a couple of days prior, but was too far away to id.
