Strings off the ground or on the ground?

We just got our straw bales and have yet to start soaking, so before I do, I'd like to hear the pros and cons of both. I'm here in se NH and rarely are we on a water restriction. I'm planning on planting in May. Thanks.

On another note I am going strings on the ground. However, I have no experience at all, and with ALL things gardening, I am usually wrong, so theres that....
